Governor Malombe Signs 2025/2026 Performance Contracts

On Tuesday, 15th July 2025, Kitui Governor Dr. Julius Malombe presided over the signing of the Fourth Cycle of Performance Contracts for the 2025/2026 Financial Year. The event, held at his office boardroom, marked another milestone in his administration’s continued commitment to results-driven governance. In his address, Governor Malombe reaffirmed that performance contracting is a key pillar in ensuring that public service delivery remains transparent, accountable, and centered on the needs of the citizens.

Dr. Malombe emphasized that the regular signing of performance contracts is guided by a collective aspiration to entrench a results-oriented culture in the county government. He said the initiative has helped streamline priorities, improve planning and coordination, and allowed the public to track progress on service delivery. “We are building a system where accountability is non-negotiable and every coin spent delivers value to our people,” he stated.

The governor proudly noted that performance contracting has enabled the county to translate plans into tangible results across all 16 priority sectors. He cited that the county had implemented a total of 1,921 development projects, nearly half of which  989  were executed under the flagship Community Level Infrastructure Development Programme (CLIDP), demonstrating the administration’s commitment to equitable and inclusive development at the grassroots.

Governor Malombe further outlined several key achievements made under his administration since August 2022, which include training over 527,000 farmers, supporting 280 youth agripreneurs, and investing heavily in water infrastructure through 115 solar-powered boreholes, 18 sumpwell schemes, and 250 sand dams. Other milestones include expanding health coverage to 87% of villages, promoting 852 health workers, converting 1,688 ECDE teachers to permanent terms, investing Ksh. 244.8 million in bursaries, improving TVET enrolment, and increasing Own Source Revenue to Ksh. 636 million while slashing pending bills from Ksh. 1.43 billion to Ksh. 829 million.

The county chief described the performance contracts as more than ceremonial documents  they are a reaffirmation of the county’s dedication to effective governance, citizen engagement, and measurable outcomes. Dr. Malombe said his administration remains steadfast in working harder, serving better, and staying focused on the development dreams of the people of Kitui County, ensuring that no one is left behind on the road to progress.
