Kitui Governor Dr. Julius Malombe has presided over the signing of the 2026/2027 Performance Contracts by County Executive Committee Members, reaffirming his administration’s commitment to accountability, efficiency and improved service delivery.
The signing ceremony, held on Tuesday at the Governor’s Boardroom, brought together members of the County Executive as the county government renewed its commitment to delivering measurable development outcomes under the governor’s development agenda, The Kitui Promise.

Speaking during the event, Dr. Malombe said performance contracting has become a critical management tool in planning, implementing, monitoring and evaluating county programmes since his administration assumed office in 2022. He noted that integrating productivity improvement into the performance management framework has enhanced accountability, promoted prudent use of public resources and accelerated implementation of development projects across the county.
The governor said the approach has enabled the county government to implement 3,819 development projects across all 247 villages in Kitui’s 40 wards. The projects cut across key sectors including agriculture, water, health, education, roads, urban development, trade, tourism and cooperatives, among others.

“The Performance Contracts we sign today are a solemn commitment to meet the expectations of the people of Kitui through dedicated service, measurable results and unwavering accountability,” Dr. Malombe said.
He added that the performance contracting process will now be cascaded to Chief Officers, boards of county entities, municipal managers, directors and all county staff through the Performance Appraisal System to strengthen a culture of productivity, accountability and excellence throughout the county government.

The governor expressed confidence that the renewed commitment would further improve service delivery and ensure county departments remain focused on achieving the administration’s development targets for the 2026/2027 financial year.
