The County Assembly of Kitui has unanimously approved a motion to adopt the report by the Committee on Appointments concerning the vetting of nominees to the Selection Panel tasked with identifying suitable candidates for appointment as County Secretary, County Attorney, and Secretary to the County Public Service Board. This significant decision marks a crucial step in strengthening the county’s governance structures through a transparent and accountable recruitment process.
While moving the motion on the floor of the House, Hon. Harrison Maluki, MCA for Migwani and Majority Leader, emphasized the diligence of the vetting process. As a member of the Committee on Appointments, he affirmed that all five nominees had been approved after meeting the necessary integrity standards and demonstrating a sound grasp of administrative, technical, and topical matters relevant to the roles they are expected to oversee.
The approved nominees are Dr. Nzomo Mwita, Eng. Stephen K. Nguli, CPA Jacinta Wangove Mwendwa, Mr. Joseph Munyasya Kimwele, and Amb. Dr. FSC Koki Muli Grignon. Their approval was guided by provisions of Section 15(A) and 18 of the County Governments (Amendment) Act, 2020, read together with Section 5(1) of the Office of the County Attorney Act, 2020, and Standing Orders No. 184 and 179(6). These legislative frameworks ensure the process is anchored in law and best practices.
Following this approval, the Selection Panel now awaits formal appointment by Kitui Governor Dr. Julius Makau Malombe, after which it will commence its mandate of recruiting suitable candidates for the three key positions. Meanwhile, the County Assembly has adjourned its sittings effective Wednesday, 4th June 2025, to allow MCAs to engage in public participation and sectoral analysis of the County Annual Budget Estimates for the 2025/26 Financial Year. The House will reconvene on Tuesday, 17th June 2025.
