The County Government of Kitui has released revised guidelines for the Governor’s Cup, a flagship sports tournament aimed at nurturing youth talent, promoting cohesion, and strengthening community engagement across the county. The tournament, which begins at the village level and progresses to the county finals, is set to operate under a more structured and transparent framework intended to elevate sports development in the region.

In an exclusive interview with Hopkin Digital, County Executive Committee Member for Sports, Phoebe Mutemi, said the new guidelines were developed to ensure fairness, inclusivity, and professionalism throughout the competition. She noted that the Governor’s Cup is designed to identify untapped potential in local communities and offer young people opportunities to grow their talent. “This initiative is about giving every young person a chance to shine, regardless of their background or location,” she said.

Under the new rules, the tournament will feature men’s and women’s football, with participation restricted to players born in Kitui County or those who have lived in the county for at least two years. Registration will be conducted at the village level through both hard-copy and digital platforms, and only players who have participated at village level will qualify to advance to higher stages.

The competition format will allow winning teams to reinforce their squads with standout players identified by village committees and talent scouts at the ward and sub-county stages. This approach is expected to strengthen team performance and ensure that the most skilled players represent the county. To maintain fair play, elite players from university leagues, Division I and II, and national leagues will not be eligible to participate.

The revised guidelines also introduce stringent disciplinary measures. Cases of indiscipline, fielding ineligible players, or disruption of matches may result in bans of up to two years for players, officials, or teams. A structured appeal system has been established, with decisions handled by a jury of appeal and ratified by the Sports Directorate. CECM Mutemi said these measures are essential for safeguarding the integrity of the tournament.

Kitui County has pledged logistical and material support for teams at various stages of the competition. While no support will be provided at the village level, ward teams will receive match balls, sub-county teams will get uniforms, meals, and transport, and county finalists will receive accommodation and additional support. Medical services will be available throughout the tournament, and players are encouraged to enroll in SHIF for coverage. The national government will work with the county to provide adequate security.

The tournament will culminate in substantial cash awards and trophies at the ward, sub-county, and county finals. Top teams and outstanding players will receive recognition aimed at motivating excellence and encouraging young people to pursue sports as a viable career path. According to CECM Mutemi, the Governor’s Cup is expected to become one of Kitui’s most impactful youth development initiatives, setting a strong foundation for future sports careers and community cohesion.
